Council Strategic Plan 2024-2029
Full title: Municipality of Strathroy-Caradoc Corporate Strategic Plan 2024 - 2029 Update
Council's to-do list for the town from 2024 to 2029, saying what it wants to get done and roughly when.
- It is a short 12-page plan that updates the town's first 10-year strategic plan from July 2020.
- It sets a new vision, mission and six values (service, teamwork, respect, integrity, progress, compassion).
- It has six goal areas: infrastructure, economic development, community well-being, community safety, customer service, and managing growth.
- Each goal area lists projects in two time blocks: 2024-2026 (this term of Council) and 2027-2029 (next term).
- It does not give costs, budgets or measurable targets; it points to the Transportation Master Plan and other infrastructure master plans for the details.
Why it matters to you
This is the plan the Mayor referred to as 'a strategic plan that your tax dollars paid for'. Its 2024-2026 list is what this Council said it would work on before the 2026 election, so residents can check each item against what actually happened.
Council first received the Strathroy-Caradoc Strategic Plan 2024-2029 Update for information, then passed a second motion to adopt it and to direct the CAO to report back on an implementation plan, how the plan would be measured, and an annual update; both motions are shown as 'Carried' with no recorded vote in the minutes. The copy attached to that agenda (doc 22659) has the same text as the website version.
Promises about this plan
- Colin Grantham (Mayor): He promised a council-approved four-year capital budget tied to the Asset Management Plan, and to follow the strategic plan and the roads, water/wastewater and recreation master plans already paid for, instead of making a new strategic plan.

How to tell if it is being followed
- Look for the CAO report Council asked for on June 17, 2024 (implementation plan, how the plan will be measured, and an annual update); none was found in minutes up to mid-2026, and the direction was removed from the outstanding-motions list on July 7, 2025.
- Compare each year's capital budget with the 2025 budget version of the plan (FIN-2024-25 attachment), which puts dollar amounts beside plan items, for example Stn #1 Firehall $10 million, MTB WWTP Upgrades $6 Million, STR WWTP Upgrade $10.1 Million, Downtown Revitalization $12 Million, Police HQ Annex $9 million, and the named road projects for 2024 to 2027.
- Check each year's budget and the multi-year capital budget for line items matching the 2024-2026 and 2027-2029 projects (for example Mount Brydges wastewater, water capacity, Fire Station 1 and 2, sidewalks, tar-and-chip roads).
- Read the 'Strategic Plan Alignment' section at the end of staff reports to see which goal staff say a decision supports, and whether it uses the 2024 goal list or the older 2020 list.
- Watch tenders and contract awards on the town's bids page and in council minutes for the named projects, such as the downtown redevelopments and the Roads Needs Study.
- Check Strategic Priorities meeting agendas and minutes, where many plan items (customer service standards, Service Delivery Review, policies) were brought to Council.
- After the 2026 election, see whether the new Council reviews, renews or replaces this plan, since its 2027-2029 column covers the new term.
What has happened since
- June 15, 2026
Council voted to go ahead with an Infrastructure Ontario loan for the Fire Station #1 Replacement (related to plan item A21). [S17] - September 15, 2025
Council endorsed a Customer Service Strategy and Implementation Plan in principle, pending 2026 budget deliberations, and adopted Customer Service Standards (related to plan item A25). [S16] - July 7, 2025
Council removed two motions from its list of outstanding motions: the motion adopting the Strategic Plan 2024-2029, and the direction for the CAO to report on an implementation plan, measurement and annual update. The minutes do not say whether that report was ever delivered. [S15] - June 16, 2025
Council adopted 'Strathroy-Caradoc Vision 2055' in principle: ten statements on what the town could look like in 30 years, to guide the Official Plan review, the Mount Brydges wastewater environmental assessment, and future plans. The staff report (S13) says it carries no financial commitment. [S14] - January 13, 2025
Council received the Service Delivery Review final recommendations report for information and directed the CAO to draft an implementation plan for February 18, 2025 (plan item A26). The February 18 implementation plan item was removed from that agenda. [S12] - October 15, 2024
Finance Committee received report FIN-2024-25 (2025 Budget - Foundations and Priorities) for information. Its attachment 'Strategic Plan 2024 -2029-Update with Budget' is the plan's action table with a column for each year 2024 to 2029, showing a dollar amount or a budget source beside many items. Examples: Stn #1 Firehall - $10 million; MTB WWTP Upgrades - $6 Million (2022 CF); STR WWTP Upgrade - $10.1 Million (2022 CF); Allocation to MTB Sewers - $3 million in 2026 and in 2027; Downtown Revitalization - $12 Million; Police HQ Annex - $9 million; MTB-Melbourne Hall - $4 million; and road projects by year (2024 Queen St Phase #2 $8 million, Saxton Road $3.2 million, Strathroy Crossing Drain $2.5 million, Parkhouse Dr $7.5 million; 2025 Head St, High St, Oxford/Richmond $15 million; 2026 McKellar St $3.5 Million, Adelaide Rd Phase #1 $2.5 million; 2027 Adelaide Rd Phase #2, York St, Falconbridge Rd., Pannell Lane, Glengyle Rd). Many softer items are marked 'Part of ... Ops budget'. Water capacity, sidewalks, the Development Charges study, the County bike-lane policy, the Mt Brydges rec complex, family doctors and the dog park have no amount shown. Council received the report and did not approve the amounts. [S18] - September 9, 2024
At a multi-year budget discussion, members noted that the top operational and capital priorities are provided for in the Strategic Plan and could be discussed at a future Finance meeting. [S10]

What we could not find
- The 2025 budget version of the plan (S18) is undated and unsigned, and does not say whether the amounts are estimates, approved budgets or totals across years. 'MTB-Melbourne Hall' is not explained, so it is unclear whether it is the Fire Station 2 project.
- No implementation plan, performance measures or annual progress update on the 2024-2029 plan was found in local minutes or on the town website, up to the latest local minutes (September 2026).
- The 2020-2029 plan was not checked for its own adoption vote.
